Turkey announced anti-circumvention final award for synthetic staple fiber yarns and sewing threads originating China

On Mar 24, 2021, Turkey Ministry of Trade released No. 2021/12 announcement of anti-circumvention final award for synthetic staple fiber yarns and sewing threads originating China. It ruled that Chinese products involved were re-exported to Turkey through Cambodia in order to avoid anti-dumping and it determined to impose $0.8/kg anti-dumping duty (general anti-dumping duty rate on Chinese products involved) on synthetic staple fiber yarns and sewing threads imported from Cambodia. The HS codes of the products involved in Turkey are 55.08, 55.09 (excluding 5509.52, 5509.61, 5509.91), 55.10 (excluding 5510.20) and 55.11. The announcement shall take effect from the date of promulgation.

On Jan 11, 2008, Turkey launched anti-dumping investigation on synthetic staple fiber yarns and sewing threads originating China, Indonesia and India. On Jan 12, 2009, Turkey started to levy anti-dumping duty on the products involved. On Mar 20, 2020, Turkey Ministry of Trade released No. 2020/4 announcement and launched anti-circumvention investigation on Chinese products involved to confirm whether the products involved were re-exported to Turkey through Cambodia to avoid anti-dumping investigation. On May 22, 2020, Turkey Ministry of Trade released No. 2020/8 announcement to make a second sunset anti-dumping review affirmative final award on Chinese, Indonesia and Indian products involved and determined to continue the anti-dumping duty on those products.
