MIIT and NDRC issue relevant guidance on chemical fiber and textile industry

The Ministry of Industry and Information Technology (MIIT) and the National Development and Reform Commission (NDRC) issued the Guidance on the High-quality Development of the Chemical Fiber Industry on April 21, proposing that by 2025, the industrial added value of chemical fiber enterprises above scale will grow at an average annual rate of 5%. The proportion of chemical fiber output in the world is basically stable. The innovation capability has been continuously enhanced, the investment intensity of R&D funds in the industry has reached 2%, and the R&D and manufacturing capacity of high-performance fiber meets the national strategic needs. The digital transformation has achieved remarkable results. The digital popularization rate of enterprise operation and management has reached 80%, and the numerical control rate of key processes has approached 80%. The green manufacturing system has been continuously improved, the proportion of green fiber has increased to more than 25%, the output of bio-based chemical fiber and biodegradable fiber materials has climbed up by more than 20% a year, and the level and scale of comprehensive utilization of waste resources have been further developed. The intensity of carbon emissions in the industry has been significantly reduced. A number of leading enterprises with strong competitiveness have been formed. A high-end, intelligent and green modern industrial system is built and a chemical fiber power in an all-round way is established.

 

The Guidance on the High-quality Development of the Industrial Textile Industry issued by the Ministry of Industry and Information Technology and the National Development and Reform Commission on April 21 proposed that by 2025, the industrial added value of enterprises above scale will grow at an average annual rate of about 6%, and 3-5 enterprises will enter the first echelon of global industrial textiles. The ability of scientific and technological innovation has been significantly improved, the proportion of R&D funds of industry backbone enterprises in main business income has reached 3%, the proportion of recycled fiber and biomass fiber applications has been at 15%, and the numerical control rate of key processes in nonwovens enterprises has approached 70%. Intelligent manufacturing and green manufacturing have obvious synergistic effects on the quality improvement of the industry, and the comprehensive competitiveness of the industry has been further enhanced.

 

Cultivate high-quality enterprises gradiently. Support the merger and reorganization of advantageous enterprises and cultivate leading enterprises with outstanding innovation ability, ecological dominance and core competitiveness. Guide enterprises to cultivate subdivided fields and cultivate new "Little Giant" enterprises. Strengthen the multi-dimensional cooperation of large and medium-sized enterprises to form a good industrial ecology.  Promote industrial clusters to build a high-level public service platform, speed up the introduction and renewal of factor resources, improve industrial chains, upgrade manufacturing capacity, and optimize product structure. Promote the construction of industrial clusters of nonwovens, protective textiles and high-temperature filtration textiles, and heighten the supporting capacity and core competitiveness of the cluster industrial chain.
