Indonesia continues implementing safeguard measures on imports of yarn (other than sewing thread) of synthetic and artificial staple fibres

On 22 May 2023, the WTO safeguards Committee issued a circular on safeguards submitted to it by the delegation of Indonesia on 19 May. On May 5, 2023, the Indonesian Ministry of Finance issued order No. 46 of April 26, 2023 in the official Gazette of Indonesia, continuing to impose a three-year safeguard tax on imports of yarn (other than sewing thread) of synthetic and artificial staple fibres. The details are as follows: 766rupiah/kg from May 22, 2023 to May 21, 2024, 553rupiah/kg from May 22, 2024 to May 21, 2025, and 340rupiah/kg from May 22, 2025 to May 21, 2026. The Indonesian tax codes of the products involved are 5509.22.00, 5509.32.00, 5509.51.00, 5509.53.00, 5510.12.00 and 5510.90.00. The above safeguard measures shall not apply to the products in Taiwan, Hong Kong Special Administrative region and Macao Special Administrative region of China.
 

On September 18, 2019, Indonesia launched a safeguard survey on imports of yarn (other than sewing thread) of synthetic and artificial staple fibres. On November 9, 2019, Indonesia implemented a 200-day temporary safeguard measure on imports of products involved in the case. On May 27, 2020, Indonesia formally implemented safeguard measures for the products involved, valid until November 8, 2022. On April 25, 2022, upon the application of an Indonesian domestic manufacturer, the Indonesian safeguards Commission launched its first sunset review investigation into the case. On 12 August 2022, the WTO safeguards Committee issued a safeguard notification submitted by the delegation of Indonesia that the Indonesian safeguards Committee had made its first final sunset review of the case.
