EU makes the second anti-dumping sunset review final judgment on Chinese high tenacity yarns of polyesters and implements the final anti-dumping judgment on Zhejiang Hailide

On May 12, 2023, the European Commission announced that the second anti-dumping review of high tenacity yarns of polyesters originating in China would be made at sunset and ruled that if the anti-dumping measures were cancelled, the dumping of the products involved and their damage to EU industries would continue or recur, so it decided to maintain the anti-dumping measures on the products involved. It is determined that the tax rates of Huzhou Unifull Industrial Fibre Co., Ltd., Zhejiang Unifull Industrial Fibre Co., Ltd. and Zhejiang Unifull Hi-Tech Industry Co., Ltd. are all 23.7%, and for the Zhejiang Guxiandao Polyester Dope Dyed Yarn Co.). Ltd., the tax rate is 9.7%, the tax rate of other cooperative enterprises is 17.2%, and for the tax rate of other Chinese companies (Zhejiang Hailide New Material Co. Ltd. is exclueded), the tax rate is 23.7%. At the same time, the European Commission issued a notice saying that it made a final anti-dumping ruling on Zhejiang Hailide New Material Co. Ltd., ruling that the corporate tax rate was 6.9%. The EU CN (Combined Nomenclature) code of the product in question is 5402 2000 (TARIC code is 5402 2000 10). The dumping investigation in this case is from January 1, 2021 to December 31, 2021, and the damage analysis period is from January 1, 2018 to the end of the dumping investigation period.
 

On September 8, 2009, the European Commission launched an anti-dumping investigation into high tenacity yarns of polyesters originating in Chinese mainland, South Korea and Taiwan, China. On December 1, 2010, the European Union issued a final anti-dumping ruling on high tenacity yarns of polyesters originating from Chinese mainland. It began to impose an anti-dumping duty of 5.1% to 9.8% on the products involved in Chinese mainland (the tax rate is 0 for Zhejiang Hailide New Materials Co., Ltd. and Hangzhou Huachun Chemical Fiber Dyeing and Weaving Co., Ltd.). On November 28, 2015, the European Union launched its first anti-dumping sunset review investigation on high tenacity yarns of polyesters originating from Chinese mainland. On February 25, 2017, the European Commission made the final decision of the first anti-dumping sunset review on high tenacity yarns of polyesters originating in Chinese mainland. On February 23, 2022, the European Commission launched its second anti-dumping sunset review investigation on high tenacity yarns of polyesters originating from Chinese mainland.

On June 30, 2022, the European Commission reviewed the anti-dumping measures applicable to high tenacity yarns of polyesters originating in China during the period of review, and launched another anti-dumping investigation against Zhejiang Hailide New Materials Co., Ltd., which received zero tax rate in the previous trial.
