Background

BIS certification of India began in July 2013. BIS stipulated that 52 kinds of products must undergo mandatory registration. Products must be tested and registered according to specified standards in a local laboratory in India accredited by BIS. After successful registration by BIS, the products with the words "Self declaration -Conforming to IS..... (relevant Indian Standard) Registration No. xx...xx" on the label or the smallest package can be allowed into the Indian market, otherwise the products will not be able to be cleared.

China's PSF (including virgin PSF and recycled PSF) exports to India takes a little proportion. In 2022, the overall PSF exports were 996kt, while exports to India were 38,844 tons, with a proportion of 3.9%, taking the eighth place.

The export products of PSF are mainly PSF for spinning, and virgin PSF takes a larger proportion. Nevertheless, a few plants exported much recycled PSF last year. If the exports are not available, the influences will be large. Keep an eye on the further development.

It is reported that BIS certification requires inspection of both Indian domestic chemical fiber factories and overseas chemical fiber factories. At present, the Indian domestic factory inspection has been completed, and China has not yet been arranged to be inspected, and has refused to postpone it. Therefore, the export of polyester staple fiber has been hindered. At present, the certification company is also reporting to the Ministry of Commerce whether it can promote the process, but there is no result yet. In polyester products, polyester filament yarn are mainly affected because India is the main export market for polyester filament yarn.
