Turkey's third safeguard measure against Iran's polyester staple fiber sunset review final ruling

On September 15, 2023, the Turkish Ministry of Trade issued Announcement No. 2023/5, making the third sunset review and final ruling on polyester staple fiber imported from Iran (Turkish: POLYESTER ELYAF). It is recommended that the products involved in the case continue to be reviewed. The safeguard measures tax is levied as follows: the first year (September 21, 2023 to September 20, 2024) is 17%, and the second year (September 21, 2024 to September 20, 2025) is 16.5%, and 16% in the third year (September 21, 2025 to September 20, 2026). The implementation of measures shall be subject to relevant presidential decrees. The Turkish tax number of the product involved is 5503.20.00.00.00.

On April 17, 2013, Turkey launched a safeguard investigation into polyester staple fiber imported from Iran. On September 21, 2013, Turkey officially implemented safeguard measures against Iranian products involved in the case. Since then, Turkey has conducted two sunset review investigations. On August 25, 2017 and May 5, 2020, Turkey made an affirmative final ruling and extended the tax deadline. On April 13, 2023, the Turkish Ministry of Trade issued Announcement No. 2023/1, launching the third sunset review investigation into the case.
