India decides to continue to impose anti-dumping duty on Chinese flax yarn

On October 12, 2023, the Revenue Bureau of the Ministry of Finance of India issued notice No.10/2023-Customs (ADD) that it accepted the recommendation of the Indian Ministry of Commerce and Industry on the first anti-dumping sunset review of flax yarns (Flax Yarn of Below 70 Lea Count or below 42nm) originating from or imported from China on July 16, 2023, and decided to continue to impose anti-dumping duties on Chinese products for a period of 5 years. Among them, manufacturer/exporter Jiangsu Jiangsu Jinyuan Flax Co., Ltd., Zhejiang Jinyuan Flax Co.,Ltd., Zhejiang Kingdom Linen Co., Ltd. are taxed under US$2.42/kg, Yixing Sunshine Linen Textile Co., Ltd. is US$2.29/kg and US$4.83/kg for other Chinese producers/exporters. This measure shall enter into force as of the date on which this circular is issued in the official Gazette. This case involves products under Indian customs codes 530610 and 530620.

On February 7, 2018, the Indian Ministry of Commerce and Industry announced that it would conduct an anti-dumping investigation on flax yarns originating from or imported from China on the application submitted by Jaya Shree Textiles, a domestic company in India. On September 18, 2018, the Indian Ministry of Commerce and Industry made a final anti-dumping ruling on the case. On October 18, 2018, the Indian Ministry of Finance decided to impose anti-dumping duties of US$0.50-4.83/kg on Chinese products, valid for five years until October 17, 2023. On March 31, 2023, the Indian Ministry of Commerce and Industry issued a notice that India's domestic enterprises Grasim Industries Limited (Jaya Shree Textiles) and Sintex Industries Ltd. The application submitted initiates the first anti-dumping sunset review investigation on linen yarns of less than 70 denier originating from or imported from China. On July 16, 2023, the Indian Ministry of Commerce and Industry made a final decision on the case.
