The State Development and Reform Commission's "Guidance Catalog for Industrial Restructuring (2024 Edition)" was reviewed and approved during the 6th executive committee meeting on December 1, 2023, and has been officially announced. It will come into effect on February 1, 2024. The "Guidance Catalog for Industrial Restructuring (2019 Edition)" will be simultaneously abolished.

The "Guidance Catalog for Industrial Restructuring (2024 Edition)" contains a total of 1005 items, including 352 items classified as encouraging, 231 items as restrictive, and 422 items as elimination. The management classification of encouragement, restriction, and elimination is still maintained. Among them, there are 10 items classified as encouragement, 18 items as restriction, and 19 items as elimination specifically related to textiles.

Compared to the 2019 edition, the 2024 edition of the catalog introduces new items in the textile product sector. This includes encouraging the use of degradable fiber materials such as polybutylene adipate terephthalate (PBAT) and polycaprolactone (PCL); Lyocell (a solvent-based cellulose fiber) is altered to be represented as "lyocell staple fiber" (with an annual production capacity of over 50,000 tons) and "lyocell filament"; Bio-based furan is changed to bio-based polyester, while bacterial cellulose fiber, basalt fiber (BF), silicon carbide fiber (SiCF), and high strength glass fiber (HT-AR) are removed. In terms of equipment, new items classified as encouragement include automatic fabric inspection machines, full-forming circular knitting machines, and fine gauge circular knitting machines. In printing and dyeing technology, new items classified as encouragement include water-saving and energy-saving low-carbon printing and dyeing processes, and the item "low bath ratio airflow or air-liquid dyeing" is replaced with "low bath ratio intermittent fabric dyeing". In terms of product technology, new items include efficient management and comprehensive utilization technology for sizing paste, differentiated and functional staple fibers, production and application of nylon 6 filament and staple fibers using recycled polyamide materials, production and application of polypropylene filament and staple fibers using recycled polypropylene materials, production of regenerated cellulose fiber products using recycled cotton textiles, research and application of recycling and reuse technology and equipment for waste textile products, and the technology of biological degumming for bast fibers. Additionally, the expression of equipment, technology, and other aspects now includes the term "greenification". The previous production of high-end carpets, combing yarn, and embroidery has been removed.

The descriptions under the restrictive category remain largely unchanged. In the elimination category, the following items have been removed: leather roller embossing machines with a roll length below 1000mm, pattern roller embossing machines with fewer than 80 saw blades, and cotton baling machines with a pressure tonnage below 400 tons (excluding 160-ton and 200-ton short-staple cotton baling machines).

Compared to the 2019 edition, the 2024 edition of the Guidance Catalog for Industrial Restructuring emphasizes not only intelligence, efficiency, digitization, and low energy consumption but also mentions "greenification" multiple times. It introduces several encouraged sub-projects focused on the development of degradable products and technologies.
