EU Plans New Regulation: Textiles to Contain 10% Recycled Materials by 2028, Industry Transformation Imminent
Recently, Recycling Europe Textiles (RET) has urgently called on the European Commission to establish new ecodesign regulations that would mandate all textile products sold in the EU market to contain a minimum of 10% recycled fibers starting from 2028. This proposal aims to address Europe's growing textile waste crisis and provide a clear market signal for the transition towards a circular economy.
In a recent position statement, RET emphasized that with the EU's full enforcement of mandatory separate collection for used textiles beginning in 2025, recycling systems are under significant pressure. The industry is currently caught in a dual crisis of "excess low-quality waste" and "weak demand for recycled fibers." Without mandatory demand drivers, a vast quantity of potentially recyclable textiles will inevitably end up being incinerated or landfilled, contradicting the EU's green ambitions.
The proposal directly targets the resource consumption issues fueled by the fast-fashion industry. By setting a minimum threshold for recycled content, the new regulation seeks to create stable market demand from the source, incentivizing investment in recycling technologies and infrastructure, thereby building a complete closed-loop system from collection to remanufacturing.
