CNCRC: only spinners can purchase reserved cotton from Aug 24

On Aug 23, China announced to exclude non-spinners to take part in this round of state cotton auction, and only spinners can purchase reserved cotton from Aug 24 to the end of this round of state cotton auction. In addition, the reserved cotton can only be used by spinners and cannot be resold.
