CSPC's 1.6 million tons/year Phase III ethylene project announced before approval

On May 5, the Guangdong Provincial Development and Reform Commission announced the public notice before approval of the CSPC's 1.6 million tons/year Phase III ethylene project. CSPC(CNOOC and Shell Petrochemicals Company Ltd), is a joint venture established by China National Offshore Oil Corp(CNOOC) and Royal Dutch Shell. According to the public information, the construction site of the project is located in Daya Bay Economic & Technological Development Zone, Huizhou City, Guangdong Province, with a construction period of 42 months. The total investment is 52.081 billion, mainly for the construction of 1.6 million tons of ethylene plant and 18 sets of downstream chemical plants, public works and supporting facilities.

 

On December 14, 2020, the official website of CNOOC Shell released the first public information on the environmental impact assessment of the Phase III ethylene project.

 

In May 2020, CNOOC, Shell and Huizhou municipal government jointly signed a strategic cooperation agreement on CSPC’s phase III ethylene project. The third ethylene cracking plant will be installed, and Shell’s cutting-edge alpha olefins technology to be used for the first time in Asia. At the same time, CNOOC and Shell signed a MOU, agreeing to develop a commercial-scale polycarbonate production facility by using Shell’s diphenyl carbonate processing technology.The project signed at that time took 1.5 million tons / year ethylene cracking unit as the core, including 14 chemical plants, such as ethylene oxide / ethylene glycol, SMPO/POD, α-olefin, poly α-olefin, etc., which was slightly different from the contents of this announcement.
