India initiates first sunset review anti-dumping investigation on polyethylene terephthalate (PET) resin from china

On September 23, 2025, the Ministry of Commerce and Industry of India issued an announcement stating that, in response to applications submitted by Indian companies Indorama Yarns Private Limited, IVL Dhunseri Petrochem Industries Private Limited, and Reliance Industries Limited, it initiated the first sunset review anti-dumping investigation into polyethylene terephthalate (PET) resin originating in or imported from China. The Indian customs codes for the products involved are 39076110, 39076190, 39076930, and 39076990. The dumping investigation period for this case is from April 1, 2024, to March 31, 2025 (12 months), and the injury investigation period spans from April 1, 2021, to March 31, 2022; April 1, 2022, to March 31, 2023; April 1, 2023, to March 31, 2024; and April 1, 2024, to March 31, 2025.

Interested parties must submit relevant information to the investigating authority via email (send to: dd15-dgtr@gov.in, dir16-dgtr@gov.in, and adv13-dgtr@gov.in) within 30 days from the date of initiation.

On October 1, 2019, the Ministry of Commerce and Industry of India issued an announcement stating that, in response to applications submitted by Indian companies IVL Dhunseri Petrochem Industries Private Limited and Reliance Industries Limited, it initiated an anti-dumping investigation into polyethylene terephthalate (PET) resin originating in or imported from China. On December 28, 2020, the Ministry of Commerce and Industry of India made a final affirmative ruling on the case. On March 27, 2021, the Ministry of Finance of India issued Circular No. 18/2021-Customs (ADD), deciding to impose anti-dumping duties of $15.54 per ton to $200.66 per ton on the products involved from China, effective for five years, until March 26, 2026.

On March 4, 2024, the Ministry of Commerce and Industry of India issued an announcement stating that, in response to applications submitted by Indian domestic companies IVL Dhunseri Petrochem Industries Private Limited and Reliance Industries Limited, it initiated an anti-absorption investigation into the anti-dumping case concerning polyethylene terephthalate (PET) resin originating in or imported from China. On August 28, 2024, the Ministry of Commerce and Industry of India made a final affirmative ruling on the case. On November 22, 2024, the Ministry of Finance of India issued Circular No. 25/2024-Customs (ADD), deciding to adjust the anti-dumping duty for Chinese producer Wankai New Materials Co., Ltd. from $15.54 per ton to $40.41 per ton, while the anti-dumping duties for other Chinese producers/exporters remained unchanged. The validity period of the measures is the same as the current anti-dumping measures. The Indian customs codes for the products involved are 39076190 and 39076990.
